Mit dieser speziellen Coffeeshop-Regelung soll eine Trennung der Märkte für harte und weiche Drogen erreicht werden. Man möchte verhindern, dass Cannabiskonsumenten mit harten Drogen und/oder mit schwerwiegender Kriminalität in Kontakt kommen. Des Weiteren soll hiermit auch dem Drogentourismus, insbesondere aus Deutschland, Einhalt geboten werden. Die 5g-Grenze, der „Vor Ort“-Konsum und das bestehende Ausfuhr- und Schmuggelverbot sollen die Anziehungskraft der Coffeeshops auf die deutschen Cannabiskonsumenten verringern.
